Maybe because Chi-nu hull is developed from Chi-Ha.

Because it is a well documented historical fact that before WW2, German engineers visited Japan and handed them designs/blueprints of planes, ships and tanks to help Japan build an army. Before WW2 Japan was not as technologically advanced. During the war they caught up rather quickly though, thanks to German help.

Which means they will never run out.  Most of the tanks in WoT were never production tanks, and many were't more than an idea on a napkin, at best.  This is my biggest problem with the WoT, the imaginary, sci fi tanks.  War Thunder has it right - still to actual production weapons from WW2 to the Korean War.  (And the only reason War Thunder don't stick to WW2-only, which would be even better, is that Russia didn't have any jets in WW2, while Germany did....).

Which has been going on forever and a day ... they make no bones about what they are doing etc ... so not sure why you find this a problem?

Maybe that's your problem?  You are comparing WoT to WT?

Nope, I hate the fact that WoT has moved further and further from the original WW2-centric feel it had to something more like Star Wars, and every tech tree added makes it worse.  This was an issue with WoT long before War Thunder was released.
I started playing WoT in April 2011, when WoT was released in Open Beta.  At the time there were three tech trees – German, Russian and US.  German tree was mostly WW2 production tanks. The VKs in Tier 6 were non-production but could easily be seen as the link between the Pz IV and the Tiger and Panther. Of the end-tier tanks, only the Maus, VK4502B, Panther 2, GWP and GWT were non-production but were still WW2-centric (plus the Panther 2, GWP and GWT were extensions of or variations on production tanks).
Russian line was mostly an extension of the IS line, which did see service in WW2 (up to IS-3).  Even the T-54, which at the time was regarded by many as a bit too late-model for WoT, was designed in 1945 and went into production in 1947.
US tech tree was where it got a fairly imaginary, with none of their heavy line being production tanks (who had ever heard of a T29, T32, T34 or T30 before playing WoT?).  Still, at least they were WW2 designs.
So far, (mostly) so good.  Then, instead of getting British tanks as the 4th tech tree, which would have been the logical 4th tree as Britain was heavily involved in WW2 and had some iconic tanks, we got the French tree.  France lasted 9 months in WW2 and the tanks introduced were almost all 1950s (and later) non-production sci fi (autoloader) designs.
So, in a stroke WoT had moved from being WW2-centric to something more like Star Wars.
By the time the British tech tree came out I no longer cared about new tanks – French tanks had ruined that for me.
Chinese tree was just as ridiculous.  Who knew China had its own tank designs, especially in WW2?  As I mentioned in a previous post, the only reason the Chinese tree was introduced was for marketing purposes – to gain a bigger share of the Chinese gaming market.
The other, more cynical, reason why WG introduce new tech trees, and why I, and everyone, should hate new tanks, is power creep. New tech tree, make it slightly OP, make existing tanks obsolete, so players feel obliged to grind the new tanks otherwise be uncompetitive.  Grinding often requires gold, for free XP conversion and crew training, so new tech tree = money for WG.
So, it will never end.  Expect the Romulan tech tree in patch 9.8…
Let's hope War Thunder's ground forces come sooner rather than later.
