weird FPS lock

just got myself a new MSI GE63 laptop. it has GTX1070. funny thing is, WoT seems to be the only game that's capped at 40 FPS no matter the setting, even thought a 1070 can clearly handle WoT, and the refresh rate is locked at 120Hz ingame. any you techies can help me figure out where's it chocking my frames?

 

-GeForce checked

-Nvidia Control panel checked

-ingame settings checked

-performance mode engaged (not overclocking)

 

to compare, BF1 runs 60 frames at mid (my old laptop could barely run 60fps on low), and all games i've checked so far does have a performance increase, with the very notable exception of WoT...

Probably some power saving frame limiter

read my list. it's already on performance mode. all power-saving stuff is off. my other games are running smooth. only WoT is specifically capped at 40s FPS and i intend to know what's causing it. right now i'm thinking that mods may be involved, however unlikely it is (since it's only panel, sound, and a few minor mods that didn't affect my old comp's performance)

here's what i found out after playing around: my MSI can crunch out roughly 60 frames WITHOUT mods. using mods cut it down to 40s. the big question is still "why can't the 1070 crunch out more frames?"

never turned on. also, V-sync locks your FPS at 60 FPS (as in, it will never go beyond 61 FPS). the fact that the game is locking me at the 40s means that V-sync is not part the cause of the issue, regardless if it's on or off

 

funny thing is that other tank game with Cryengine? all max settings, no issues whatsoever. they got better optimization than WG nowadays...on a Cryengine, for crying out loud. that thing's supposed to be a bigger resource hog than Bigworld....or whatever the engine is called now after WG tweaked it beyond what Bigworld used to be

 

also for reference:

that's my MSI's score for EnCore. theoritically AND technically this means that i shouldn't have any issues with the CURRENT engine.

Have you tried checking if it isn't using the integrated GPU?

yep. in fact, already set it to use the nvidia card thru nvidia control panel. it's still stuck at most at 60 fps, so it kinda looks like it got v-sync forced on it even though it's off in basically all cases i can find
