I agree, I think they spent a lot of time internally testing them, but that was more about getting the mechanics of wheels themselves rather than the balance effect on on the meta.
In fact the only real tweaking they did in supertest and test was on top speeds and fiddling with the launch control start that they ended up abandoning.
I think that they have a blind spot when it comes to testing light tanks in general and they have always struggled to understand how they fit in the meta. You saw this not only with wheels, but also with the introduction of tier 9 & 10 LTs, the removal of scout MM and rebalance that ensued.
Then also there are the British LTs, which similarly seemed to be rushed through testing only with the opposite result to wheeled tanks...
