You can't convert national to universal or universal to national.
To make a blueprint you need a certain number of each type.

confused... i want to convert my national blueprints that i dont need to universal to advance in a different tree. so how do i do it? if it doesnt WG should implement it as it seems to be a very useful (theoretical) feature, it'll help many players with harsh and rough grinds.
