You can download it and test it, you will have to create a new account though. If you are doing that you can use my invite code BADATTANKING at the time of creating the account to give you some gold, 3 days of premium and 100k credits plus missions where you can earn more tanks.
I would think however you are going to struggle with the Intel HD Graphics and would be better with a mid range 3D card. In addition memory of 4GB is workable but small, 8GB or even 16GB would be better. One final performance help would be to install the game on an SSD.

this is a comparison of the min required gpu and intel HD 630 which is used by my cpu I believe. It has better performance according to it.

You'll get minimum graphics to run probably at about 30fps at most. Intel HD graphics is very poor and a dedicated GPU would increase your experience by a large margin.
Just looking, the Dell Vostro series will be able to power a discrete GPU from the PCIe 16x, meaning you'll only be able to pull 75w from the slot itself as there doesn't seem to be any PCIe power connections from the PSU.
Like wasaabi said, just download it and test it out. And, if you find yourself keen to play more on PC, you could invest in like a GTX 750 ti or something that only requires 75w to be powered off of the PCIe slot, and it'll give you a far better play experience. It's really not worth the extra cash if you don't find playing on PC enjoyable anyway as the GPU market is terribly overpriced.

A GTX 750 or 1050 will do the trick, no PCIe power cables needed, get all their power from the slot, just make sure you actually get one of the models that don't need the PCIe cable.
Cheap upgrade that will make a huge difference.
